Community Risk Reduction Programmes
The underlying goal of the CDMP is to move the emphasis of disaster management in Bangladesh from a response and relief focus to a broader and more encompassing risk management framework. This task can only be achieved through a comprehensive approach that unites the government, NGOs, the community, and the private sector in a joint strategy for effective risk reduction. The mainstreaming of risk management within the core business of all agencies is paramount to the success of this strategy.
The Development Objective of this CDMP Sub-Component 3b is to ensure that risk management planning is better integrated within the core business of government and implementing agencies, locally and nationally
The component activities will be implemented by the Directorate of Relief and Rehabilitation (DRR) under the guidance of MDMR and PPPDU. MDMR will ensure technical cooperation between DMB and DRR. The project will follow NEX modality.
The benefits of this work will become evident in improved coordination between development oriented and disaster management aspects of Bangladesh government and NGO programmes; in improvements in the LDAP formats and contents; through the operational zing the LDAPs as an essential organ of both Emergency Response and Community Mitigation. But, primarily, the benefit will be the improved self-reliance at the community level through better capacity to understand and respond to all threats to development that may arise through natural and man-made disasters.
Failure to effectively implement this work will mean that the opportunity to enhance decentralized management capacities by building on achievements of the existing LDAP process will be lost. Failure in this respect will also mean that communities will continue to remain extremely vulnerable to major hazard impacts and to heavy losses of lives, livelihoods and property.
