The underlying goal of the CDMP is to move the Bangladesh disaster management emphasis from a response and relief focus to a broader and more encompassing risk management framework. This task can only be achieved through a comprehensive approach that unites the government, NGOs, the community, and the private sector in a joint strategy for effective risk reduction. The mainstreaming of risk management within the core business of all agencies is paramount to the success of this strategy. The Development Objective of the CDMP Sub-Component 3a is to provide disaster management stakeholders with an overview of the nation’s risk reduction efforts.  This development objective contributes substantially to the primary objective of CDMP, which is to strengthen the capacity of the Bangladesh disaster management system to reduce unacceptable risks and improve response and recovery activities. This sub- component will initiate action to undertake a broad gap analysis of existing community programmes. This will provide the PPPDU and CDMP Steering Committee with a big picture overview of the nation’s risk reduction efforts and will enable the PPPDU to identify collaborative opportunities for which to target funds that are being allocated under sub-component 3c. The sub-component will be managed by PPPDU.

It is expected that over time a comprehensive and up-to-date database covering all programmes that contribute to disaster risk reduction will be created. This will then become an important planning and management tool for effective distribution of developmental funds.
