Sub-Programme 2: Partnership Development Component 2(b)

Training and Briefings Programme for Disaster Management Committees

The Development Objective of the CDMP Component 2b is stated as: Disaster Management Committees are playing a more proactive role in guiding the implementation of risk management activities. This development objective is linked with the primary objective of CDMP, which is to strengthen the capacity of the Bangladesh disaster management system to reduce unacceptable risks and improve response and recovery activities. A progressive strategy will be to move training down to lower level committees through a specific range of training, planning support and the provision of resources. The MDMR would establish a Training Advisory Group (under Component 1b) to review roles and responsibilities of committees at various levels. These then will be the basis for the development of a minimum standard for training and the subsequent analysis of training needs. Disaster management committees under this component would be provided with training based on the risk management curriculum developed under Component 1b (Professional Skilling), and this would be conducted by Training Institutes who would have a formal institutional arrangements with MDMR (see Component 1b)

Given this, the output of this Component is: Increased knowledge and understanding of disaster risk management processes among disaster management committee members at District and Upazilla level. To achieve this, three (3) major activities will be implemented:

1.     Review and revision of roles and responsibilities of DMCs according to CDMP requirements

2.     Develop detailed implementation plan/strategy for training and briefings of DMCs

3.     Implement briefing and training plan/strategy.
