Advocacy Programme
The underlying goal of the CDMP is
to move the Bangladesh disaster management emphasis from a response and relief
focus to a broader and more encompassing risk management framework. This task
can only be achieved through a comprehensive approach that unites the
government, NGOs, the community, and the private sector in a joint strategy for
effective risk reduction. The mainstreaming of risk management within the core
business of all agencies is paramount to the success of this strategy. The
Development Objective of this sub component is stated as: Disaster risk
management mainstreamed within national development and investment strategies.
To achieve this, the MoFDM would establish a formal Advocacy Group (AG)
comprising high level and well-respected officials. They would have
responsibility for targeting political and policy official, elected
functionaries, national disaster management council members with a view of
conducting briefings on the risk management process and its benefits to
development and also to promote the role of the MoFDM in respect to coordinating
the whole of government risk management efforts. The aim is to transform these
officials into a risk management culture so that they can enact policies and
implement measures to mainstream disaster risk management into the core business
of GoB. An associated task would be to engage the ERD and Planning Commission in
reviewing the existing project appraisal processes to include disaster risk
management criteria. With these processes, this component is expected to result
in two (2) main outputs:
1. MoFDM is recognized by GoB as a key partner in planning development projects
and investments strategies.
2. Development project appraisal process includes applications of disaster risk
management.
