Sub-Programme 1: Capacity Building Component 1(b)

Professional Skill Development of MoFDM and Key Implementing Staff

The Development Objective of the CDMP Component 1b is to strengthen the capacity of MoFDM staff and key implementation agencies to effectively drive the transition from relief to a comprehensive risk reduction programming strategy. This development objective is linked with the primary objective of CDMP, which is to strengthen the capacity of the Bangladesh disaster management system to reduce unacceptable risks and improve response and recovery activities. The success of the CDMP objective would rest heavily on the MoFDM and implementing agencies and more specifically their capacity to guide and provide advice on risk management programming strategies and interventions at all levels. A major initial task of the sub programme would be to obtain the revision and approval of the MoFDM Rules of Business that would reflect a broader role in risk management for MoFDM. This component also consists of a human resource development programme that would raise the professional standing of the Ministry among its clients and stakeholders. Thus, the main beneficiaries of these activities are the officials and staffs of MoFDM both at the national and at the field levels. To ensure wider reach of training activities, training institutes would be engaged as sub-implementing agencies. It is expected that these training programmes will be institutionalized within these training institutes.
